摘要
【目的/意义】应急资源合理配置是自然灾害后及时开展有效救援工作的前提与保障。【设计/方法】考虑受灾点和临时避难所两类不同物资需求点,研究不确定需求下应急物资储备库选址及物资储备问题,建立了一个基于情景的两阶段随机规划模型。利用1949-2018年登陆福建省的台风路径数据,对其进行K-means聚类,构建台风灾害情景。【结论/发现】数值实验结果表明,建立的两阶段应急资源配置模型是实际可行的,求解方法保证了解的稳定性和有效性。
[Purpose/Significance]The optimal allocation of emergency resources is the prerequisite and guarantee for timely and effective rescue work after natural disasters.[Design/Methodology]Considering two different demands of disaster-affected areas and refuges,the location of facilities and inventory for different types of relief under uncertain demand are studied.A scenario-based two-stage stochastic programming model is proposed.Based on the tracks of typhoons that landed in Fujian Province from 1949 to 2018,K-means cluster is performed to construct typhoon disaster scenarios.[Findings/Conclusions]Numerical experiment results show that the established two-stage emergency resource allocation model is practical and feasible,and the solution method ensures the stability and effectiveness of result.
