摘要
生态文明时代,水环境治理工作进入了流域综合治理的新阶段,湖泊水环境治理与城市产业协同治理是必然趋势。文章引入水环境约束分区的概念,结合目前武汉市湖泊治理面临的困境,对市域范围内湖泊流域的产业选择与布局进行研究,通过构建流域水环境约束评价模型、产业筛选模型,以及统筹湖区产业布局模式,总结了一套水环境与产业、空间协同治理的方法体系,并以汤逊湖流域为实证对象,对其产业布局和绿色转型发展提出精细化引导。
Water governance has entered a new stage of comprehensive governance of river basins in the era of ecological civilization,and cooperative governance between lake environment and urban industries is necessary.Introducing the concept of water environment restricted zoning,the paper studies the difficulties of lake governance,industrial selection and layout of lake basins in Wuhan,establishes models of water environment restriction,industrial selection,and industrial layout,and concludes a set of cooperative governance methods for water,industry,and space.The method is practiced in Tangxun lake basin case,and guidance for its industrial layout and green transition is proposed.
