摘要
城市群内各城市发展及其互动和关联是区域协同创新的主要影响因素,构建协同创新网络体系对京津冀城市群落实创新驱动发展战略、构建协同创新共同体具有重要意义。文章基于系统视角,以京津冀城市群协同创新为落脚点,界定了城市群协同创新网络的定义,从空间协同、产业协同、资源要素协同、知识协同等多个层次构建了城市群协同创新网络体系框架。文章结合协同创新网络构建中面临的问题,重点从构建关联与共享的区域知识网络体系、强化要素流动和主体互动的创新网络组织体系、完善城市分工与融合发展产业协作网络体系和建立协同创新空间网络体系等4个方面提出对策建议。
The development of individual city and the interaction among such cities in the whole region exerts great influence on regional collaborative innovation,establishment of collaborative innovation network system is of great significance for implementing national innovation-driven development strategy and building collaborative innovation community in the Jing-Jin-Ji megalopolis.Based on systematic theory and taking coordinated innovation of the megalopolis as the foothold,this study firstly makes a definition of regional collaborative innovation network,and then proposes to establishing the framework for such a network from several levels,which includes space,industry,resource,and knowledge.Moreover,the problems and corresponding reasons in the process of building the collaborative network are analyzed.Finally,suggestions are put forward in order to promote Beijing-Tianjin-Hebei urban agglomeration collaborative innovation network,including the regional knowledge network of association and sharing,the regional innovation network organization system based on factor flow and subject interaction,the industrial innovation system and collaborative innovation spatial network system of urban division and integration development.
