摘要
文章以杞麓湖流域为研究区域,在环境功能分区基础上,以流域资源环境承载能力为约束,对流域实施生态环境空间管控,提出了强化底线管控、实施流域生态环境准入、优化国土空间布局、优化调控经济社会发展规模等4方面的空间管控对策,以期为高原湖泊流域生态环境空间管控提供参考。研究结果表明:(1)划分了自然生态保留区、生态功能保育区、农业安全保障区、聚居发展维护区等4类环境功能一级区,4类区域面积占比分别为18.62%、32.73%、37.40%、11.25%。(2)结合流域"一湖、一环、两屏、五廊、多节点"的生态安全格局,划定64.82 km^2的生态保护红线,并明确到2030年,流域生态空间面积增加至187.85 km^2。(3)定量流域化肥施用量与蔬菜播种面积规模,2020年,3类水环境重点管控区化肥施用量不得超过38422.81 t,蔬菜种植面积不得超过10021.12 hm^2,并均保持逐年降低趋势。(4)流域农业空间应逐年减少,2030年较2020年减少11.14 km^2,城镇空间也应呈轻微减少趋势。(5)为保证流域可持续发展,2030年流域总人口、GDP需分别控制在29.95万人、252.00亿元左右。
Based on environmental function division and resource environmental bearing-capacity,ecological environment spatial management and control were implemented in Qilu Lake basin.Control requirements were proposed to provide a reference for plateau lake ecological environment spatial management and control,which consisted by strengthening bottom-lines management,implementing ecological environmental access,optimizing spatial development pattern,and optimizing regulation on economic society development scale.The results showed that the lake basin was divided into four types,including natural reserving zone,ecological functional conservation zone,food provided environment security zone and living environment maintenance zone,accounting for 18.62%,32.73%,37.40%and 11.25%of the whole basin area,respectively.Ecological conservation redline was determined,with an area of 64.82 km^2,and combined with ecological safety pattern of"one lake-one ring-two barriers-five corridors-multiple nodes".And the ecological space in the basin increased to 187.85 km^2 in 2030.The fertilizer input and the sown area of the vegetables were determined quantitatively,and fertilizer input and sown area of the vegetables should not exceed 38422.81 t and 10021.12 hm2 in the three water environment key control areas.Agricultural space should be reduced yearly,11.14 km^2 less in 2030 than that in 2020.There is also a slight decreasing tendency of urban space in the future.The total population was controlled about 299500 people in 2030,and GDP was controlled about 252.00 billion yuan,to ensure the basin sustainable development.
