摘要
作为五级体系中的最后一级,乡镇级国土空间规划是承接上位并整合乡镇总规和土规的基础层级国土空间规划,目前国家层面尚未发布乡镇级国土空间规划编制指南(导则)文件,国内多个省市已结合实际发布了指南(导则),云南省乡镇级国土空间规划目前尚处于编制起步阶段。从国土空间规划层面入手,选取位于云南省异龙湖流域的石屏县坝心镇作为案例地,在剖析山水林田湖等自然生态要素与人口产业设施等社会经济要素特征的基础上,以问题为导向,将湖泊保护视角下国土空间存在的问题总结为生态环境受损、发展空间受限和支撑体系缺失三方面,在此基础上提出高原滨湖镇的国土空间规划应对策略。
As the last level of the five-level system,the township-level territorial spatial planning is the basiclevel territorial spatial planning that inherits and integrates the township general planning and land planning. At present, the national level has not yet released the township-level territorial spatial planning compilation guidelines( guidelines) documents,and many provinces and cities in China have issued guidelines(guidelines) documents in combination with the actual situation.The township-level land and space planning of Yunnan Province is still in the initial stage of preparation. Starting from the level of territorial space planning, the authors have selected Baxin Town, Shiping County which is located in the Yilong Lake Basin of Yunnan Province as a case. Based on the analysis of the characteristics of natural ecological elements such as mountains, rivers, forests, fields and lakes and social and economic elements such as population, industry and facilities, this paper takes the problem as the guide, and summarizes three aspects of the problems of land and space from the perspective of lake protection: ecological environment damage, limited development space and lack of support system. On this basis, the land and space planning strategy of lakeside town in plateau is put forward.
