摘要
随着大城市区域人口扩张和各城市"抢人大战"的持续升级,京津冀城市群、长三角城市群、粤港澳大湾区等以超大城市为核心的城市群,成为具有中国特色的城市集合类型,是我国城市未来发展的典型代表,我国超大城市也由此迈入了全新的发展阶段。超大城市社会治理呈现出复杂巨系统特征,以其为核心的城市群集合内部及边缘地区的社会跨界公共事务复杂多变,必须依托现代化治理体系和治理能力,构建跨界协同联动治理机制,动员多元治理主体在整体制度框架内开展集体行动,持续完善体制机制建设,提升保障力度,方能保障超大城市社会跨界治理的有效性。
With the expansion of the population in the metropolitan area and the continuous escalation of the "grabbing wars" in various cities, the Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration, the GuangdongHong Kong-Macao Greater Bay Area and other urban agglomerations with megacities as the core have become urban clusters with Chinese characteristics and typical representatives of the future development of Chinese cities, and China’s megacities have thus entered a new stage of development. The social governance of megacities presents the characteristics of a complex and giant system, and the social cross-border public affairs in the urban agglomerations and peripheral areas with megacities as the core are complex and changeable. It is necessary to rely on modern governance systems and governance capabilities to build a cross-border collaborative governance mechanism, mobilize multiple governance entities to carry out collective actions within the overall institutional framework, continue to improve the construction of systems and mechanisms, and increase the strength of guarantees, so as to ensure the effectiveness of social cross-border governance in megacities.
