摘要
任何治理行动都存在组织边界及其变化的问题。跨界治理或跨越组织边界的协作性管理,是当今公共治理的核心活动。无论是组织边界理论还是公共治理理论,现有的研究文献在相当程度上都忽视了政策能力这个重要主题。组织边界和跨界治理为建构分析政策能力的新框架提供了有益的思路和视角。在这个新的分析框架中,重新界定组织边界、平衡环境适应性和组织自主性、发展跨界资源的汲取能力,是政策能力的三个重要构成要素。在跨界治理中,政府和其他行为体的政策能力,在本质上是一种政府间的政策能力。作为多元化治理主体的跨界行动者,需要提高其自身的边界跨越能力,在边界中发现和提升政策能力,才能保证跨界治理的成功。
Any governance activity has its organizational boundaries,which are always in a state of flux.Boundary-spanning governance,or collaborative management across organizational boundaries,is a core activity for today’s public governance.The existing research literatures,however,have largely ignored the importance of policy capability in the theory of organizational boundaries or the theory of public governance.The perspective of organizational boundary and boundary-spanning governance provide a useful way to construct an analytical framework for policy capability in the process of public governance.This new analytical framework provides three dimensions of rethinking policy capabilities,that is,redefining organizational boundaries,balancing environmental adaptability and organizational autonomy,and developing absorptive capacity for transboundary resources.The study argues that in boundary-spanning governance,the policy capacity of governments and of other actors is essentially an intergovernmental policy capacity.In order to ensure the success of boundary-spanning governance,all of cross-border actors need to improve their own boundary-spanning capacity to identify and enhance policy capabilities.
