摘要
近年来,蝗灾多次从老挝入境中国云南,严重威胁边境农林及内地粮食安全,蝗灾防治逐渐演变成复杂的跨国公共治理问题。伴随着2018—2021年中老防蝗合作的波折,蝗情逐年严峻,防治成本倍增,风险不可小觑。本文从中国JC县蝗灾防治个案出发,通过文献调查、追踪研究、专家访谈、对中老两国民众的采访,并与国际上重要的蝗灾防治历史案例相比较,借助三圈理论创造性地提出"三圈混杂"分析框架,从价值圈混杂、能力圈混杂和支持圈混杂三个方面呈现了中老防蝗合作的问题表征、生成逻辑,并提出了对策。问题表征在于:价值混杂导致共识不足;能力混杂产生防蝗缺口;支持混杂引发行动不一。其认识论原因在于社会发展三阶段下差异化价值的共时性交互导致价值冲突,首因效应影响冲突;国际原因在于国际组织干预失灵打断中老单向赋能链条的平衡状态但未能填补"空窗";互动原因在于中方重科技帮扶轻交流引导造成支持不一。对策在于:"三管齐下"营建价值共识;将"物资+技术+人员"的直接援助改为采取激励赋能策略;以民间交往和物质激励强化民众支持。
In recent years,the locust infestation has repeatedly entered Yunnan,China,which caused an unusual degree of damage to various species of plants and posed serious threats to the agriculture and forestry in border areas,as well as the food security in inland areas.Thus,the prevention and control of the locust plague have gradually evolved into a complex problem of cross-border public governance.With the twists and turns of cooperation between China and Laos in locust control from 2018 to 2021,the locust situation is severe year by year,and the cost of control has doubled and the risk is high.This paper,starting from the case of locust plague prevention and control in JC County of China,through literature investigation,follow-up study,interviews with experts and the people from China and Laos,and are compared with the important international historical cases of locust plague control,creatively puts forward Three Circles Hybrid Theory analysis framework based on Three Circles Theoryand presents the dilemma and its reasons of cross-border prevention and control of the locust plague from three aspects-value circles hybrid,capability circles hybrid and support circles hybrid.The cause of the dilemma is discussed,and the cracking path is proposed.The symptoms of the problem are:mixed value leads to insufficient consensus;mixed capacity leads to a locust control gap,and support mixing leads to different actions.The epistemological reason is that the synchronic interaction of differentiated values under three stages of social development leads to value conflicts,and the primacy effect affects the conflicts;the international reason is that international organizations’intervention fails to interrupt the one-way enabling chain in Laos,China,and the reason for the interaction is that China attaches great importance to scientific and technological assistance to communication guidance.The countermeasures are to“three-pronged”consensus on construction value;change direct assistance of“materials+technology and personnel�
