摘要
新中国成立后,中国社会救助政策不断演化,在帮助贫困和弱势群体方面发挥了重要作用。文章利用政策范式的分析框架,以政策背景、政策问题、政策目标及政策工具为分析维度,梳理出新中国成立以来社会救助政策范式的变迁历程。历经应急化、滞缓化发展、稳定化发展三阶段后,中国社会救助政策开始进入民生共享化阶段。坚持以人民为中心的发展取向和依国情走有中国特色的社会救助之路是中国社会救助政策范式变迁的实践逻辑。社会救助政策民生共享化范式具有重要的时代价值,为使民生共享化范式得到更好落实,未来需要在政策理念上,坚持双重价值取向,增强社会救助“兜底”及“预防”功能;在政策工具上,优化完善机制建设,提升救助效率和精准化。
Since the founding of the People’s Republic of China,China’s social assistance policy has evolved and played an important role in helping the impoverished and vulnerable groups.Based on the analytical framework of policy paradigm,this paper sorts out the changing process of the social assistance policy paradigm since the founding of the People’s Republic of China from the perspectives of policy background,policy problems,policy objectives and policy tools.After three stages of emergency response,stagnation and stabilization,China’s social assistance policy has entered the stage of livelihood sharing.Adhering to the people-centered development orientation and follow a path of social assistance with Chinese characteristics according to the national conditions are the practical logic of the paradigm changes of China’s social assistance policy.The paradigm of livelihood sharing of social assistance policy has important contemporary values.In order to advance the livelihood sharing paradigm,we should adhere to the dual value orientation,strengthen the guarantee and prevention functions of social assistance,improve the mechanism building and enhance the assistance efficiency and precision.
