摘要
2010年以来,农村儿童主任的设立成为中国政府在儿童保护领域的重大创新实践。在薪酬待遇较低和专业技能较弱的情况下,儿童主任为农村的儿童福利事业做出了重要贡献。然而,目前较少有研究对这一群体及其专业发展问题进行探讨。通过对相关主体的深度访谈发现:不同类型儿童主任对自身的身份和能力的认知有所不同;薪酬待遇和价值感对维持儿童主任的工作积极性十分重要。研究认为,进一步发展儿童主任队伍,首先需要注重专业价值培养,提升专业工作能力;其次,需要明确儿童主任的制度身份,完善激励保障机制;最后,重视日常工作中对儿童主任的价值引导和培训支持,促使他们成为向社会公众推广儿童权利观念的宣传队和播种机。
Since 2010,the establishment of "child officers" in the rural area has become an important innovative practice of the Chinese government in the field of child protection.In fact,"child officers" have made a significant contribution to the child welfare in rural China in the context of low wages and weak professional skills.However,there have been few studies on this group and its professional development.According to the in-depth interview,it is discovered in this paper that different types of child officers have different cognition of their identity and competence.In addition,salary and sense of value are very important for child officers to maintain their work motivation.It is pointed out in the paper that to further develop the team of child officers,we should first pay attention to the cultivation of professional value and improve their professional competencies.Secondly,we need to clarify the institutional identity and improve the incentive mechanism.Finally,the guidance and support for values should also be strengthened in the daily work of "child officers",who are supposed to promote the concept of children’s rights to the public.
