儿童主任工作效果的影响因素研究——基于北京市六区的实证调查 被引量:1

摘要 儿童主任队伍培养和支持体系建设是当前我国基层儿童福利和保护制度转型升级的重点,儿童主任的履职效果直接影响着“最后一公里”服务递送质量。基于北京市六个区702位儿童主任的问卷数据,使用多元回归模型分析儿童主任工作效果的影响因素。研究发现,儿童主任在履职中存在工作效果不均衡的现象,专业能力和职业支持对儿童主任工作效果起到正向作用。研究提出儿童主任制度建设的战略调整和健全完善人才培养机制的建议,要厘清儿童主任岗位所需的核心专业能力,基于此建立儿童主任队伍教育培养体系;从完善正式制度、构建本地化同伴支持平台和丰富社会网络资源等多个维度加强对儿童主任的职业支持;增强儿童主任的职业认同,加强对儿童福利和保护工作的领导注意力和工作精力的基层投入力度。 The training and supporting system of children directors is the main focus of the transformation and upgrading of China's grassroots child welfare and protection system.The performance effect of children directors directly affects the quality of"last kilometer"of services delivered to children.The research,based on the data of 702 questionnaires collected from children directors working in six districts in Beijing,has analyzed the influential factors of children directors'work by using the pluralistic regression model.It finds that children directors generally achieved good results in their work,and their professional ability and career support has played a positive role in work effect.But an uneven workload and effect was also seen in their work performance.The research puts forward suggestions on the strategic adjustment of current children directors system and the improvement of talent training mechanism.As the paper points out,it is necessary to clarify the core professional capabilities required for children directors'position,and establish an education and training system for the team of children directors.It addition,we should provide more career support from many aspects such as improving the formal system,building a localized peer support platform and enriching social network resources.Last but not least,we should enhance the professional identity of children directors,and put more attention to the grassroots leadership of child welfare and its protection.
