摘要
高校教育改革一般流程是“发现问题→分析问题→寻找问题背后的原因→提出对策”,可称之为问题解决模式。这些问题存在于新闻媒介的舆论压力、教育主管部门的政策实践(包括项目研究制度)以及已有教育改革的研究成果之中。教育系统内外部的关注形塑了问题的存在样态与形式。在无效及低效的教育改革中,由于路径依赖与沉没成本两种社会心理因素相互交织,让问题不断“强化”进入“锁定”状态。发现亮点法来自于部分群体的独特实践,具有强烈的行动精神,且具有面向未来、注重可行性和乐观向上的特性,与成功改革的组织文化相契合,可作为问题解决法的有效补充。
The general process of higher education reform is“finding problems→analyzing problems→explroing the reasons behind problems→proposing countermeasures,”which is called the problem-solving mode.These problems exist in the public opinion pressure of the news media the policy practice of education authorities(including project research system),and the research results of existing education reform.The internal and external concerns of the education system shape the patterns and forms of problems.In the ineffective and inefficient education reforms,the two social psychological factor of path dependence and sunk cost are interwoven,which make the problems constantly“strengthen”and enter the“lock-in”state.The mode of discovering highlights comes from the unique practice of some groups,has a strong spirit of action,and is future-oriented,feasible and optimistic.It fits with the organizational culture of successful reform and can be used as an effective supplement to the problem solving method.
