从教育治理到教育治理现代化的内在逻辑及其价值理性 被引量:35

摘要 "教育治理"与"教育治理现代化"先后进入我国教育发展话语系统,成为理论热点和实践焦点,但二者各有不同的内涵和功能,后者被添附"现代化"的规范表述不仅意味着技术和物质层面的发达,其实质在于整个教育治理系统工具理性与价值理性的耦合,这就形成了教育治理的传统与现代两个面向。从"教育治理"到"教育治理现代化"的话语变迁,彰显出从"多元治理"到"功能适当化"的教育治理主体异质化、从"简政放权"到"放管结合"的教育治理权责均衡化、从"技术治理"到"治理技术"的教育治理方式创新化、从"依法治教"到"教育法治"的教育治理依据多样化、从"线性治理"到"系统治理"的教育治理内容体系化。这五重转型确证了教育治理现代化既是从传统治理向现代治理的增量改革过程,也是一个理性化或祛魅化过程,教育治理的主体、权责、方式、依据和内容都遵循着"结构—功能"逻辑,可以被理解为一种延伸的组织工具理性,亦即将整个教育系统看作完成国家教育治理目标的工具系统,而实现教育公平正义恰恰是贯穿工具系统的价值理性,后者作为人文化的终极目标因应了教育发展不平衡不充分的现实,具有鲜明的问题导向和实践指向。 Educational governance and educational governance modernization have successively entered the discourse system of educational development in China, becoming the theoretical and practical focus, but they have different connotations and functions. The latter is attached with the normative expression of "modernization", which means not only the development of technology and material level, its essence lies in the coupling of instrumental rationality and value rationality in the whole educational governance system.From "educational governance" to " educational governance modernization ", the discourse change shows the heterogeneity of educational governance subjects from "multi center governance" to "functional appropriateness", the balance of educational governance power from "streamlining administration and decentralization" to "combination of decentralization and management", the innovation of educational governance mode from "technological governance" to "governance technology", diversified educational governance basis from " ruling education by law " to " education rule by law " and systematization of educational governance content from "linear governance" to "systematic governance". These five transformations confirm that the modernization of education governance is not only an incremental reform process, but also a rational process. The main body, power, mode, basis and content of education governance follow the logic of "structure—function", which can be understood as an extended organizational instrumental rationality, that is, the whole education system is regarded as a tool system to achieve the goal of national education governance. The realization of education fairness and justice is just the value rationality running through the tool system, responding to the reality of unbalanced and inadequate development of education.
