摘要
新时代高校非学历教育治理现代化是高等教育内涵式发展的必然要求和政策驱动非学历教育改革的必然结果,是高等教育治理现代化的重要组成部分,是由传统向现代变革发展的过程。多元主体协同共治是其显著特征,核心主要包括治理理念、治理体系与治理能力的现代化三个方面。高校非学历教育治理现代化建设须在明晰非学历教育公益性和产业性基础上,树立科学的治理理念,既要推动高校落实公益性、承担社会公共职责,又要推动非学历教育按照产业性特点、面向市场灵活办学。非学历教育治理体系与治理能力现代化的实践路径主要包括:以发展导向和问题驱动推进制度体系建设;建立多元主体参与、数字驱动的治理结构体系,提升治理效能;规范落实高校办学自主权,引导加强内涵建设;充分利用市场和计划双重手段,建立健全全过程治理调节机制。
The modernization of non-academic education governance in colleges and universities in the new era, which is the inevitable requirement of the connotative development of higher education and the inevitable result of the policy-driven reform of non-academic education, is an important part of the modernization of higher education governance and a process of transformation and development from tradition to modernity. With the cooperative governance of multiple subjects being its prominent feature, its core mainly includes the modernization of governance concept, governance system and governance capacity. On the basis of clarifying the public welfare and industrial attributes of non-academic education, the modernization of non-academic education governance in colleges and universities must establish a scientific concept of governance to not only promote colleges and universities to implement public welfare and assume social public responsibilities, but also push non-academic education to run schools flexibly according to industrial characteristics and market orientation. The practical paths of the modernization of non-academic education governance system and governance capacity mainly include(1)promoting the construction of system system with development orientation and problem driving,(2)establishing a digital-driven governance structure system with multi-disciplinary participation to improve governance efficiency,(3)standardizing and implementing the autonomy of running schools of colleges and universities to guide and strengthen the connotation construction,(4)making full use of both market and plan to establish and improve the whole process of governance regulation mechanism.
