摘要
由于我国仍处于社会主义初级阶段,家庭承包经营、各类合作社、新型集体经济、传统集体经济等经营方式并存,将是乡村振兴战略实施过程中农村经济的主要特征。深刻理解这些具有合作和集体性质的经济组织的内涵与外延,有助于推动农村经济的高质量发展。对农村经济组织的认知要结合马克思主义政治经济学原理。对于合作经济与集体经济,二者产生的基础、发展方向和经济效能不同,对社会化大生产的适应性不同,且劳动者在其中的权利义务也不同。土地流转以来形成的新型集体经济是相对于传统农村集体经济而言的,二者在组织理念、组织形态、经营运作机制、利益分配机制等方面存在差异。鉴于现有农村经济组织普遍存在不同程度的生产规模小、技术力量弱、组织成员老龄化、高境界高能力负责人缺乏、推进农村农业现代化发展能力有限等问题,应着力优化利益联结机制,加强带头人的培养教育,重视"产学研"一体化体系建设,并与县域国有企业实现联合发展。
As China is still in the primary stage of socialism,the coexistence of household contract management,various cooperatives,new collective economy and traditional collective economy will be the main characteristics of rural economy in the implementation of rural revitalization strategy. A deep understanding of the connotation and extension of these cooperative and collective economic organizations is helpful to promote the high-quality development of rural economy. The cognition of rural economic organization should be combined with the principle of Marxist political economy. For cooperative economy and collective economy,they have different bases,development directions and economic efficiency,different adaptability to socialized large-scale production,and different rights and obligations of laborers. The new collective economy formed since the land transfer is compared with the traditional rural collective economy,and there are differences in the organizational concept,organizational form,operation mechanism,profit distribution mechanism and other aspects. Considering these rural economic organizations in the following aspects have limitations,such as small production scale,weak technology,aging of organization members,lacking of the person in charge of high level and high ability,the limited ability to promote rural agricultural modernization. We should focus on optimizing the mechanism for connecting interests,and strengthening the training and education of leaders,and attaching the importance to the integration of production,education and research. At the same time,all kinds of rural economic organizations should attach importance to the realization of joint development with state-owned enterprises in county areas.
