摘要
采用极差、标准差、变异系数和泰尔指数四个指标分别测度了省际居民消费水平的绝对差异和相对差异,并对其进行了绝对β收敛分析,同时将中国分为东、中、西三大区域,分析不同区域内的居民消费水平差异情况,利用泰尔指数的分解性对全国省际居民消费水平进行分解研究。研究表明:中国省际间居民消费水平绝对差异不断扩大,东西部极端现象尤为明显;省际居民消费水平相对差异整体呈缩小趋势,但中部地区消费水平相对差异在考察期内表现为一定程度的上升;省际消费水平表现为绝对β收敛,全国层面消费水平收敛速度最快,其次为东部地区,西部地区最慢,中部地区各省份间没有表现出绝对β收敛。中国整体消费水平地区差异从2010到2019年发生显著结构性变化,省际消费水平差异的区域间差异已超越区域内差异,省际消费水平差异正由区域内向区域间转化。因此,应当通过政府转移支付、差异性政策保障、针对性帮扶政策、增加民生性财政支出等措施来减少中国消费不平等。
to explore the Chinese provincial consumption level regional differences and their causes of the poor,standard deviation,coefficient of variation and tal index of four indicators to measure the provincial respectively the absolute difference and relative difference of residents’consumption,and the absolute convergence analysis,at the same time,China can be divided into eastern,central and western regions,the analysis of residents’consumption level difference in different area,using the tyr index of decomposition of the provincial resident consumption level decomposition analysis.The results show that:the absolute difference of consumption level between provinces is expanding,especially the extreme phenomenon between east and west.The relative difference of consumption level between provinces was on the whole decreasing,but the relative difference of consumption level in central China was on the rise to some extent.The interprovincial consumption level shows the convergence of absolute beta,and the national consumption level has the fastest convergence speed,followed by the eastern region,the western region is the slowest,and there is no convergence of absolute beta among the provinces in the central region.Regional differences in China’s overall consumption level have undergone significant structural changes from 2010 to 2019.Inter-provincial differences in consumption level have surpassed intra-regional differences,and inter-provincial differences in consumption level are transforming from inter-regional to inter-regional.It is necessary to reduce the consumption inequality in China by means of government transfer payment,differential policy guarantee,targeted support policy and increasing the private financial expenditure.
