摘要
水资源安全直接或间接影响社会、经济、环境等方面的发展,研究水资源安全对区域可持续发展有重要意义。采用层次分析法,从水量、水效、水质3个方面对2019年河南省引黄受水区14个地级市进行水资源安全综合评价,每个方面选取3个代表性指标,对指标数据进行归一化处理后,采用层次分析法得出的指标权重计算水资源安全综合指数,从而得出每个地市的水资源安全综合评价等级。结果表明:河南省引黄受水区鹤壁为"不安全"等级、洛阳为"安全"等级,其他地级市的水资源安全等级为"基本安全"和"较安全",距离"安全"等级要求还有一定的差距,需要从各个方面加强水资源管理、配置,优化利用方案,实现水资源供需平衡。
Water resources security directly or indirectly affects the development of society, economy, environment, etc. The study of water resources security is great significant to regional sustainable development. This paper used analytic hierarchy process method to comprehensively evaluate the water resources security of 14 cities in the Yellow River diversion and water receiving area of Henan Province in 2019 from three aspects of water quantity, water efficiency and water quality. Three representative indicators were selected in each aspect, the data of each indicator were normalized and the comprehensive water resources security index was calculated in combination with the weight obtained by the analytic hierarchy process, Thus, the comprehensive evaluation grade of water resources security of each prefecture and city was obtained. The results show that Hebi in the Yellow River diversion and water receiving area of Henan Province is at the “unsafe” level, Luoyang is at the “safe” level, and the water resources security levels of other cities are at the “basic safe” and “relatively safe” levels. There is still a certain gap from the “safe” level requirements. It is necessary to strengthen the management and allocation of water resources from all aspects, optimize the utilization scheme, and realize the balance between supply and demand of water resources.
