摘要
"十三五"时期,我国劳动力市场运行总体平稳,就业数量和质量持续提高。"十四五"时期,我国经济、人口、科技和国际环境都面临新的调整,将给企业用工、劳动力市场带来一定影响,面临劳动参与率下降、新就业形态出现、就业结构性矛盾、劳动力技能素质与岗位要求存在矛盾等新挑战。更高质量和更加充分就业是新时期我国就业工作的基本目标,要全面强化就业优先政策,积极应对新挑战,着力解决就业结构性矛盾;构建与新就业形态相适应的社会保障体系,保障劳动者权益;构建公平共享的收入分配机制,提高劳动者收入;优化劳动力供给,提升人力资本水平;健全劳动力市场与就业监测体系,完善宏观经济政策对就业影响的评估机制,以实现更高质量就业。
During the 13 th Five-Year Plan period,China’s labor market was generally stable,and the number and quality of employment continued to increase. During the 14 th Five-Year Plan period,China’s economy,population,technology,and international environment will all face new adjustments,which will have an impact on enterprise employment and the labor market. China is facing new challenges such as the decline in labor participation rate,the emergence of new employment patterns,the contradictions in employment structure,and the contradictions between the skill quality of the labor force and job requirements. Higher quality and more full employment are the basic goals of China’s employment work in the new era. It is necessary to comprehensively strengthen the employment priority policy,actively respond to new challenges,focus on solving the contradictions of employment structure,build a social security system that is compatible with new employment patterns,improve the level of human capital,and constantly improve the quality of employment.
