摘要
经济的高速发展加剧了长三角地区流域污染的严峻情势,衍生而来的跨界水污染治理问题更凸显出流域管理与政府行政区域管理体制间的矛盾。因此,构建长三角跨界水污染治理的协同联动体制乃刻不容缓之事。近年来,以长三角城市群为核心的跨界水污染协同治理的体制机制日趋成形,受到政府相关部门及专家学者的广泛关注。本文通过介绍长三角城市群跨界水污染治理协同联动的现状和成效,借鉴国内外跨界水污染治理的经典案例,立足目前长三角区域跨界水污染治理的困境和不足,从环境科学和公共管理角度出发,提出一套针对该地区跨界水污染治理的合作机制构建和管控指标的分级体系,并对未来长三角区域跨界水污染治理的体制机制的深入融合发展提出展望,强化跨界水污染治理成效,增强区域整体协作的深度与广度。
The high development of economy has accelerated the serious situation of river basin pollution in the Yangtze River Delta.At the same time, transboundary water pollution control shows increasingly the contradiction between river basin management and government administration system.Therefore, it is urgent to construct a collaborative system of transboundary water pollution control in the Yangtze River Delta.In recent years, the "collaborative transboundary water pollution control system" of the Yangtze River Delta urban agglomeration has been formed gradually and has been attracted widely by government, experts and scholars.The current situation of "collaborative transboundary water pollution control in Yangtze River Relta urban agglomeration" has been systematically introduced in this study.Based on the difficulties and deficiencies of the Yangtze River Delta region of transboundary water pollution control, we put forward a set of cooperation mechanism for transboundary water pollution control in this region and a hierarchical system of environmental control indicators from the perspective of environmental science and public administration.The integration prospect for the system and mechanism of transboundary water pollution control in the Yangtze River Delta region has also been put forward to strengthen the effectiveness of transboundary water pollution control which would enhance the depth and breadth of regional cooperation.
