摘要
目前我国针对水利工程项目的质量监督与执法工作正全面展开,其目的主要是为了维护公共利益,形成制度安排,确保这一重要的公共基础设施能够长久稳定运行。近年来,水利工程质量监督执法一体化与协同治理机制已经逐步形成。探讨了水利工程的质量建设与治理发展现状,分别从市场主体、政府监管以及社会监管三方面展开分析。然后具体探讨水利工程质量监督执法一体化协同治理的可操作性和价值,最后着重研究其质量监督执法一体化与协同治理的有效路径,希望为提升水利工程项目整体建设质量提供有益参考。
At present,quality supervision and law enforcement work for water conservancy engineering projects in China is being comprehensively carried out,with the main purpose of safeguarding public interests,forming institutional arrangements,and ensuring the long-term and stable operation of this important public infrastructure.In recent years,the integration and collaborative governance mechanism of water conservancy engineering quality supervision and law enforcement has gradually taken shape.This article briefly explores the current situation of quality construction and governance development in domestic water conservancy engineering,and analyzes it from three aspects:market entities,government supervision,and social supervision.Then,the operability and value of the integrated and collaborative governance of water conservancy engineering quality supervision and law enforcement will be discussed in detail.Finally,the effective path of the integrated and collaborative governance of quality supervision and law enforcement will be emphasized,hoping to provide useful reference for improving the overall construction quality of water conservancy engineering projects.
