摘要
中国碳交易政策的实施对节能减排、绿色发展以及技术创新等方面产生了深远影响,准确评估中国碳交易政策的实施效果有利于碳市场的有序发展。通过梳理中国碳交易政策效果评估的研究方法,指出目前相关研究大多采用双重差分法、三重差分法以及CGE模型等定量研究方法以及问卷调研等定性研究方法,定性研究数量相对较少且研究对象和方法较为单一。对这些方法应用于中国碳交易政策效果评估的优势及问题进行了分析,指出了其适用性与局限性,为准确评估中国碳交易政策效果提供参考。
The implementation of carbon emission trading policy in China has had a profound impact on energy conservation,emission reduction,low carbon development and technological innovation.Accurate evaluation of its effect is conducive to the orderly development of carbon market.By combing present researches on the evaluation of the carbon emissions trading policy effect in China,the mostly adopted methods are reviewed,including the quantitative methods such as difference-in-difference(DID)method,the difference-in-difference-in-difference(DDD)methods,CGE model,and qualitative methods such as questionnaire survey.The advantages and problems of these methods applied to the evaluation of carbon emission trading policy in China are analyzed,and their applicability and limitations are discussed,providing references for the accurate evaluation of the carbon emissions trading policy effect in China.
