摘要
本文对近零碳排放的概念及建设背景进行了理论分析,并提出了我国当前近零碳排放示范区建设中面临的瓶颈问题。为更好推进近零碳排放示范区建设,本文提出了在能源、产业、建筑、交通、废弃物处理、碳汇等多个领域可开展的各类节能减排和绿色低碳措施,并从组织管理、智力支撑、资金扶持等角度,提出城市近零碳排放示范区建设与推广中不可或缺的系统保障。
This paper analyzes the concept and construction background of near-zero carbon emissions theoretically,and puts forward the bottleneck problems facing my country's current near-zero carbon emissions demonstration zone construction.In order to better promote the construction of a near-zero carbon emission demonstration zone,this article proposes various energy-saving,emission-reduction and green low-carbon measures that can be carried out in various fi elds such as energy,industry,construction,transportation,waste treatment,and carbon sinks.From the perspectives of organization and management,intellectual support,and fi nancial support,it proposes an indispensable system guarantee for the construction and promotion of urban near-zero carbon emission demonstration zones.
