摘要
零碳产业园是新时代背景下提出的一项低碳发展的创新举措,但目前面临着缺乏明晰而统一的内涵、建设路径尚不清晰、建设零碳产业园的技术不成熟以及零碳产业园标准不统一等问题。在梳理我国典型零碳产业园特点的基础上,结合低碳以及近零碳排放的相关概念,给出了零碳产业园的内涵界定。研究指出,目前零碳产业园的发展相对滞后,评价标准不完善,未来零碳产业园创建应从顶层设计出发,多举措协同推进,包括零碳能源、零碳建筑、零碳交通、零碳技术、废弃物低碳处理、零碳管理等,并且从零碳法规、税收及财政支持等政策体系、评价标准体系、组织管理体系、技术创新等方面提出零碳产业园的政策保障体系,为零碳产业园的理论研究和实践提供参考。
Zero carbon industrial park is an innovative measure for low-carbon development proposed in the new era,but it is currently facing problems such as lack of clear and unified connotation,unclear construction path,immature technology for building zero carbon industrial park,and inconsistent standards for zero carbon industrial park.On the basis of analyzing the characteristics of typical zero carbon industrial parks in China and combining the concepts of low carbon and near-zero carbon emissions,this paper gives the definition of zero carbon industrial parks.The research points out that the development of zero carbon industrial park is relatively lagging behind,and the evaluation criteria are not perfect.In the future,the establishment of zero carbon industrial park should start from the top-level design and be promoted by multiple measures,including zero carbon energy,zero carbon building,zero carbon transportation,zero carbon technology,low carbon waste treatment,zero carbon management,etc.,and put forward a policy guarantee system for zero carbon industrial park in terms of zero carbon regulations,tax and financial support and other policy bodies,evaluation criteria system,organization management system,technological innovation,etc.,it provides reference for theoretical research and practice of zero carbon industrial park.
