摘要
运用随机前沿引力模型,以2004—2018年为考察期,对中国贸易伙伴前15名国家进行出口效率测算,并进一步构建出口非效率模型,从美国长臂管辖的角度对出口效率的影响因素进行分析。结果表明:中国对外出口效率除美国外,普遍处于较低水平,整体呈波动式上升;国内经济水平的高速发展显著促进了出口发展;加权关税率、进口国储蓄率与基础设施水平显著抑制出口效率;进口国贸易自由度、通关效率对中国出口效率提升作用明显;对美双边贸易依赖性较强,贸易摩擦及技术性关税壁垒对中国出口十分不利。为应对美国长臂管辖,促进中国出口贸易水平高效提升,应完善司法制度,对美国滥用长臂管辖采取对等措施,加快供给侧结构性改革,加强出口企业自主创新能力,建立贸易摩擦预警和快速反应机制,完善应对反倾销、反补贴及技术性贸易壁垒的法律法规体系。
In this paper,we use stochastic frontier gravity model to calculate the export efficiency of the top 15 countries of China s trading partners in the period of 2004-2018,and further analyze the influencing factors of export efficiency from the perspective of long arm jurisdiction of US by constructing an export inefficient model.It is demonstrated that:the efficiency of the export of China is low with most of its partners with the exception of the US;the overall development is fluctuating;the rapid development of the domestic economic level has significantly promoted the export development;the weighted tariff rate,the importing countries saving rate and the infrastructure level significantly inhibit export efficiency;the degree of freedom of trade and the efficiency of customs clearance of importing countries play a significant role in improving China s export efficiency;the dependence on bilateral trade with the United States is strong;trade frictions and technical tariff barriers are very unfavorable to China s exports.To cope with the long arm jurisdiction of the United States and promote China s export,we should perfect our judicial system,carry out countermeasures of the US long arm jurisdiction,speed up the structural reform of the supply side,strengthen the independent innovation capability of export enterprises,set up a trade friction early-warning and quick response mechanism,and improve the laws and regulations to deal with anti-dumping,countervailing and technical barriers to trade.
