摘要 为了进一步提高各职能部门对大面积停电事件的应急处理能力,同时增强电力安全突发事件应急响应培训和演练的效果,采用了一种情景构建方法。基于相关案例、相关书籍收集整理出大面积停电事件中的重要情景;设计了情景库编码规则、分类方法和跳转关系。结合上海市电网实际情况,构建了大面积停电事件的具体情景,并基于“情景应对”方式设计了大面积停电事件推演方案。 In order to further improve the emergency handling capacity of various functional departments for large-scale power failure incidents,and at the same time enhance the effect of emergency response training and drills for power security emergencies,a scenario construction method is adopted to collect and sort out the important scenarios in large-scale power failure incidents based on relevant cases and books.The coding rules,classification methods and jump relations of scene library are designed.Based on the actual situation of Shanghai power grid,the paper constructs the specific scenario of the large-scale power failure event,and designs the deduction scheme of the large-scale power failure event based on the“context-response”method.
