摘要
包容性治理强调政府与社会的合作共治,注重发展成果的共享性、发展条件的可持续性以及发展机制的兼容性。强政府-强社会是包容性治理的应然模式。包容性治理的实现是基于"强政府-强社会"模式的政府嵌入与社会增能的互塑逻辑。政府通过政治吸纳、培育引导、沟通协调和提升能力来实现治理嵌入,以推动自身发展和社会成长。社会组织、社区和公众三个层面的赋权增能可以壮大社会力量。社会主体获得更多权能,就能有效地参与到治理中来,包容性治理实现之路由此铺开。政府嵌入与社会增能是包容性治理实现的双重路径。
Inclusive governance emphasizes the cooperation and co-governance between the government and society,focusing on the sharing of development fruits,the sustainability of development conditions and the compatibility of development mechanisms. Strong Government--Strong Society is the proper model of inclusive governance. The realization of inclusive governance is based on the mutually beneficial logic of " strong government--strong society" model of government embedding and social empowerment. The government realizes the embedding of governance through political absorption,cultivation and guidance,communication and coordination and upgrading capacity,promoting its own development and social growth. Empowerment at the three levels of social organizations,the community and the public can strengthen social forces. If social subjects gain more power,they will be able to participate in governance effectively to pave the road to inclusive governance by the dual path to inclusive governance contributed by government embedding and social empowerment.
