摘要
贫困户稳定脱贫是实现全面建成小康社会的基石。随着我国电子商务进农村综合示范项目的推进,电商扶贫被纳入"十大精准扶贫工程"之一,农村电子商务扶贫是否及如何实现贫困户精准扶贫、稳定脱贫是目前亟需回答的重要现实问题。本文以内蒙古为研究案例区,利用微观调研数据,以网络购买和网络销售表示电商参与,以"增收"和"节支"为农村电商扶贫效果的两个方面,基于处理效应模型(TEM),估计了贫困户参与电商的扶贫效果。研究结论为:(1)方差分析结果显示网络销售对贫困户家庭收入在5%显著性水平下具有显著作用,网络购买对贫困户家庭支出在5%显著性水平下具有显著作用;(2)贫困户参与网络销售对贫困户家庭收入具有明显促进作用,在其他条件不变情况下,贫困户参与网络销售能够对贫困户家庭收入增加27.22%;(3)贫困户参与网络购买对贫困户家庭支出有显著影响,在其他条件不变情况下,贫困户参与网络购买能够对贫困户家庭支出降低47.52%。最后本文从示范县引领、培育品牌和自建平台宣传等方面提出了政策建议。
Poverty alleviation is the cornerstone of building a moderately prosperous society in all respects.With the promotion of the comprehensive demonstration project of e-commerce into rural areas in China,e-commerce poverty alleviation has been included in"one of the top ten targeted poverty alleviation projects".Whether and how to realize targeted poverty alleviation and stable poverty alleviation for poor households in rural areas is an important practical question that needs to be answered.Taking Inner Mongolia as the case study area,this paper uses micro-survey data to show the participation of e-commerce through online purchase and online sales,and reflects the poverty alleviation effect of rural e-commerce through increasing income and saving expenditure.Based on the Treatment Effect Model(TEM),the poverty alleviation effect of poor households participating in e-commerce is estimated.The research conclusions are as follows:(1)the results of variance analysis show that online sales have a significant effect on the income of poor households at the significant level of 5%,and online purchase has a significant effect on the expenditure of poor households at the significant level of 5%.(2)The participation of poor households in online sales can significantly promote the income of poor households.Other things being equal,the participation of poor households in online sales can increase the income of poor households by 27.22%.(3)The participation of poor households in online purchasing has a significant impact on the expenditure of the poor households.Other things being equal,the participation of the poor households in online purchasing can reduce the expenditure of the poor households by 47.52%.Finally,this paper puts forward policy suggestions from the aspects of leading by model county,cultivating brand,and self-built platform publicity.
