摘要
伴随数字经济的高速发展和全面渗透,以数字基础设施"接入差距"为特征的一级数字鸿沟和以数字技术"使用差距"为特征的二级数字鸿沟,正在引发以数字化"收入差距"为主要特征的三级数字鸿沟。聚焦农村数字经济,本文利用Meta-analysis整合并构建了有关农民收入增长和收入差距的跨国证据和大型数据集。系统集成结果显示,数字经济对农民收入具有正向促进作用,但同时加剧了收入差距;数字技术接入和使用具有差异化的收入和收入分配影响,其中,电子商务表现出最明显的增收效应以及对公平收入的负向作用;数字经济对农民农业收入的影响较非农收入更为显著;社会经济地位和受教育程度较高的群体从数字经济发展中受益更多。数字经济在促进农民收入总体增长条件下强化了收入差距扩大,对致力于促进包容发展的公共政策提出了全新挑战。
With the rapid development and full penetration of the digital economy, the first-level digital divide characterized by the "access gap" of digital infrastructure and the second-level digital divide characterized by the "use gap" of digital technology is triggering a three-level digital divide characterized by the "income gap". Focusing on the rural digital economy, this paper uses Meta-Analysis to integrate and construct cross-country evidence and large data sets on farmers’ income growth and income gaps. The system integration results show that the digital economy has a positive effect on farmers’ income, but at the same time it has exacerbated the income gap;digital technology access and use have differentiated income and income distribution effects. Among them, E-commerce shows the most obvious income increase effect and the negative effect on fair income;the impact of the digital economy on farmers’ agricultural income is more significant than their non-agricultural income;groups with higher socioeconomic status, and education level benefit more from the development of the digital economy. The digital economy has strengthened the expansion of rural income gaps under the conditions of promoting overall income growth and has presented new challenges to the public development policies committed to inclusive development.
