摘要
绿色技术创新能力是实现高质量发展的重要动力,政产学研用金协同是实现绿色技术创新成果快速转化的有效措施。绿色技术创新政产学研用金协同能够以多部门政策合力来引领绿色产业发展方向,以创新体制机制来构筑新型研发平台,以协同合作的标准来规范市场行为,以示范工程或项目来推动绿色创新集成,以协同的育人模式来开发人力资源,有效提高绿色技术的转化效率。我国绿色技术创新的政产学研用金协同发展无论是参与主体、合作方式、合作规模、合作质量上都取得了较大的进步,然而,也存在主体参与动力不足、深度不够、层次不高、范围不广、市场导向不强的问题。围绕上述不足提出了针对性的建议,为构建市场导向的绿色技术创新体系和实现我国环境治理能力现代化提供借鉴参考。
The ability of green technology innovation is an important driving force to achieve high-quality development,and the cooperation of government,enterprise,university,research user,and financial is an effective measure to realize the rapid transformation of green technology in novation.The cooperation of government,enterprise,university,research user,and financial for green technology inn ovation can lead the development direction of green industry with the joint efforts of multi department policies,build a new R&D platform with innovation system and mechanism,standardize market behavior with the standard of collaborative cooperation,promote the integration of green innovation with demonstration projects or projects,and develop human resources with collaborative education mode,so as to effectively improve the transformation efficiency of green technology.The collaborative development of government,enterprise,university,research user,and financial for green technology innovation in China has made great progress in terms of participants,cooperation mode,cooperation scale and cooperation quality.However,there are still some problems such as lack of motivation,depth,level,scope and market orientation.In view of the above shortcomings,some suggestions are put forward to provide reference for the construction of market-oriented green technology innovation system and the modernization of China*s environmental governance capacity.
