绿色技术创新产学研金介协同的内在机理研究——一个分析框架 被引量:13

摘要 多主体参与的协同合作是绿色技术创新得以成功的关键所在。在系统分析了市场导向绿色技术创新产学研金介协同的参与主体、关键要素、主要阶段以及三者之间对应关系的基础上,进一步理清了协同的内在运行机制。通过研究发现,绿色技术创新产学研金介协同需要将政府的作用同其他主体区分开,强调政府通过市场机制影响其他主体的间接作用。绿色技术创新目标的实现离不开信息、资金、人才、知识、技术等要素的支撑,优化绿色技术创新的本质在于提高要素的配置效率。不同创新阶段需要不同的主体参与协同过程,也需要配置不同的创新要素,以此实现主体协同、要素协同和阶段协同的统一。产学研金介协同通过加速要素信息在不同主体间流动,激发主体参与协同创新的动力,消解绿色技术转化全过程的风险,协调绿色技术协同创新收益的分配等机制来促进绿色技术创新过程的演进。通过该理论分析,从要素配置的角度解构了绿色技术创新优化的规律,对于促进绿色技术创新及支撑经济高质量发展有一定的借鉴意义。 The key to the success of green technology innovation is the cooperative cooperation of multi-agent participation.This article systematically analyzes the participants,key elements,main stages,and the corresponding relationship between them during the process of green technology innovation industry-university-research-user-financial cooperation,and it further clarifies the operation mechanism of cooperation.Through the research,we find that the government’s role should be separated from other subjects,and the indirect role of the government through the market mechanism should be emphasized.The realization of the goal of green technology innovation is inseparable from the support of information,capital,talent,knowledge,technology and other elements.The essence of optimizing green technology innovation is to improve the allocation efficiency of elements.Different innovation stages need different subjects to participate in the collaborative process,and also need to configure different innovation elements,so as to achieve the unity of different subject collaboration,element collaboration and stage collaboration.Industry-university-research-user-financial cooperation promotes the evolution of green technology innovation process by accelerating the flow of element information among the subjects,stimulating the subjects to participate in collaborative innovation,eliminating the risk in the whole process of green technology transformation,and coordinating the distribution of green technology collaborative innovation benefits.Through the theoretical analysis,the optimization law of green technology innovation,which deconstructed from the point of view of factor allocation.Some conclusions are of reference significance for promoting green technology innovation and supporting the high-quality development of economy.
