摘要
本文基于利益相关者视角,重点对宅基地有偿使用制度实施效果的差异进行考察,在全县域定量分析的基础上,采用典型案例与问卷调查相结合的方法,从乡镇政策目标取向、乡村治理模式、村民选择行为等方面对实施效果的差异性进行分析。结果表明,全县的实施效果存在差异;乡镇政策目标取向的不同使其实施效果也存在差异性;乡贤治理模式的村庄退出效果较为明显,政策整体实施效果较好;政府主导模式的村庄偏向选择阻力小、效率高的有偿使用制度,但政策稳定性较差;传统自治模式的村庄会将政策变通折中,主要以有偿使用为主,实施效果较差;村民的选择行为与超占宅基地利用状况和价值大小、政策宣传和执行力度具有显著的相关关系。基于此,本文提出镇政府要明确政策的主要目标,加强政策宣传,完善政策流程;明确村集体的主体性作用,鼓励能人善治的乡贤治理模式;对退出的村民给予相应的补偿,同时注意宅基地的社会保障功能。
Based on the perspective of stakeholders,this article focuses on the differences in the implementation effects of paid use system of homesteads.Based on the quantitative analysis of the whole county,a combination of typical cases and questionnaires is used to investigate the differences in the implementation effects in terms of township policy goal orientation,village governance model,and villagers’choice behavior.The results show that there are differences in the implementation effects of paid use system of homesteads in the whole county,and different goal orientation of township policies have different objectives in the implementation effect.Villages with rural elite governance model have a more obvious exit effect,and the overall implementation of policies have better results.Villages with the government-led governance model prefer to choose a paid-use with low resistance and high efficiency,but policy stability is not good.Villages with the traditional self-governance model adapt and compromise their policies,mainly focusing on paid-using,the implementation effects are poor.The choice behavior of villagers has a significant correlation with the utilization status and value of over-occupied homesteads,policy propaganda and enforcement.Based on these,we propose that the township government should clarify the main objective of the policy,and should strengthen policy propaganda and improve the policy process.We clarify the main role of the village collectives,and encourage the rural elite governance model,and provide corresponding compensation to the villagers who exit homesteads,and pay attention to the social security function of the homesteads.
