美国职业教育运行框架与内生诉求——《加强21世纪生涯与技术教育法案》透视 被引量:12

The Operational Framework and Endogenous Demand of Career and Technical Education in the United States:Interpretation of the "Strengthening Career and Technical Education for the 21st Century Act"

摘要 职业教育是美国教育系统的重要组成部分,是推动美国经济发展的坚实力量。为全方位升级生涯与技术教育系统并提升其质量,在经济因素、教育因素、社会因素、政治因素等综合影响下,美国于2018年7月颁布《加强21世纪生涯与技术教育法案》,主要以特殊人群、面向就业、绩效问责、简政放权等内容为运行框架展开了美国生涯与技术教育腾飞的宏伟蓝图。新法案呈现出以实现所有学生的成功为根本、以就业为导向加强与企业合作、以科学的治理模式激发生涯与技术教育发展活力、以法律"组合拳"推动生涯与技术教育发展的内生取向。 Career and technical education is a primary part of American education system and an important force to promote American economic development.To improve the quality of career and technical education in an all-round way,under the comprehensive influence of economic factors,educational factors,social factors and political factors,the United States promulgated Strengthening Career and Technical Education for the 21st Century Act in 2018,which mainly takes paying attention to special groups,matching employment,performance accountability system and streamlining administration and delegating power as the operational framework to launch the grand blueprint for the take-off of career and technical education in the United States.It reflects some orientations such as making all students to achieve the success as ultimate goal,stimulating the development vitality of vocational education with scientific governance mode,strengthening employment-oriented cooperation with enterprises,and promoting the development of career and technical education with "combination of legal policies".
