摘要
“百年未有之大变局”是对世界整体局势演变大趋势提供科学认识的宏大论断,“大变局”中包含诸多影响世界格局变动、国际秩序变革的因素。新帝国主义作为国际垄断资本主义衍生的特殊发展形态,其理念、主张虽经过多年推行,不但未能如愿地建立所谓的普世性的全球秩序,以美国为代表的新帝国主义国家却在国际、国内不断陷入众多结构性矛盾,日益处于进退失据的状态中,凸显出“划时代”的多重危机已经来临。全面剖析新帝国主义危机产生的缘由、特征与表现及影响,试从以下三个方面构建分析框架:新帝国主义者臆断中国崛起对其构成巨大危机,新帝国主义全球主导力走向衰弱的危机,新帝国主义出现市场经济体制、政治体制、社会发展方面的内在困境和危机。新帝国主义危机成为“百年未有之大变局”中的重大影响因素。
“Profound changes unseen in a century”is a great judgement which can offer scientific understanding of the evolving trend of the overall situation of the world.There are many factors that can affect the transformation of world pattern and international order in it.Neo-imperialism,as a special development form derived from international monopoly capitalism,has failed to establish a so-called universal global order as expected.Moreover,the new imperialist countries,represented by the United States,have been constantly trapped in numerous structural contradictions and increasingly in a dilemma at the domestic and international levels,highlighting the arrival of“epoch-making”multiple crises.This paper makes a comprehensive analysis of the causes,characteristics,manifestations,and impact of the crises of neo-imperialism from the following three aspects:the assumption of the neo-imperialists that the rise of China will constitute a huge threat to them;the crisis that the global dominance of neo-imperialism is moving towards debility;the inherent difficulties and crises of neo-imperialism that have emerged in market economic system,political system,and social development.The crises of neo-imperialism have become a major factor in the“profound changes unseen in a century”.
