摘要
随着乡村振兴战略的全面实施及新农村建设的深入推进,新型农村社区“村转居”完成组织“翻牌”后仍然面临主体重塑、目标融合及规则再造等现实挑战。乡村振兴战略的多元化推进模式及多样化地域社会类型,亟待重设新型农村社区“村转居”的理论意涵,并构建一个总体性理论分析框架。本文采用嵌入式治理理论,从治理主体、治理目标、治理规则及治理资源4个维度,考察新型农村社区建设过程中“村转居”的实践过程及治理重构的行动逻辑。研究发现,完成空间整合和组织“翻牌”的新型农村社区通过村居合署办公、村社治理目标融合以及村社治理“一肩挑”等方式实现传统村级治理组织和治理机制的延续和再生。如何突破“村-居”二元制度张力并以治理效能为导向重塑社区治理主体、目标和规则,就成为新型农村社区重建现代社区治理体系并顺利过渡到地域性治理共同体的关键。因此,乡村振兴战略进程中新型农村社区“村转居”治理重构不仅需要重塑多元治理主体及协同高效的社会行动体系,也必须实现礼俗秩序与法理规范的嵌入共治以及农耕文明与都市文化的地域重构。
With the full implementation of the Rural Revitalization Strategy and the in-depth promotion of the new rural construction,the new rural community“village to residence”is still faced with the realistic challenges such as the main body reconstruction,the goal fusion,and the rule reconstruction after the organization“turnover”.The diversified promotion mode and regional type of Rural Revitalization Strategy should be used to reset the theoretical meaning of“village to residence”in the new rural community and construct a general theoretical analysis framework.In this paper,from the perspective of embedded governance,with the four dimensions of governance subject,governance objectives,governance rules and governance resources,this paper examines the practice process of“village to residence”and the action logic of governance reconstruction in the process of new rural community construction.It is found that,in the new rural communities which have completed the spatial integration and organizational“turnover”,the continuation and regeneration of the traditional village level governance organization and governance mechanism can be realized by means of the village community office,the integration of village community governance objectives and the“one shoulder”of village community governance.How to break through the tension of the dual system of village and residence and reshape the subject,target,and rule of community governance with governance efficiency as the guide is the key to reconstructing the modern community governance system of new rural community and the smooth transition to regional governance community.Therefore,in the process of Rural Revitalization Strategy implementation,the governance reconstruction of“village to residence”in new rural communities should be realized by the remolding of multiple governance subjects and their social action system,and the embedding of etiquette and customs order and legal norms,as well as the regional reconstruction of agricultural civilization an
