摘要
英国“知识交换框架”(K EF)评估项目是从知识交换的维度对高等学校进行绩效评估的新举措。随着英国政府和社会对高校知识交换活动的投入及其回报不断提高,2017年末英国提出发展“知识交换框架”,其目的在于更好地促进高校知识交换活动的开展。从K EF的第一轮实施方案来看,其评估内容注重覆盖广泛的知识交换活动,高校分类强调可比较性,评估手段综合运用定性判断与定量计算,结果呈现力求满足用户个性化需求。英国K EF的开发与实施对我国完善高校多元评估体系,促进高校知识交换活动拓展了新思路。
The"knowledge exchange framework"(KEF)evaluation project in UK is a new measure to evaluate the performance of universities from the perspective of knowledge exchange.With the increasing investment and return of the British government and society on knowledge exchange activities in higher education institutions,the government proposed the development of KEF at the end of 2017,which aims to better promote the development of knowledge exchange activities in higher education institutions.First round implementation plan of KEF includes evaluation contents focus on a wide range of knowledge exchange activities,the classification of higher education institutions emphasizes comparability,and the evaluation means comprehensively use qualitative judgment and quantitative calculation,so as to meet the personalized needs of users.The development and implementation of KEF in the UK has opened up new ideas for improving the multiple evaluation system and promoting knowledge exchange activities in higher education institutions in China.
