摘要
从创新水平、发展效果和创新环境三个子系统出发,构建了包含创新投入、创新产出、外显效应、内涵质量、社会环境、人文环境和经济环境等七个准则层共16个具体指标的创新驱动发展绩效评价指标体系。采用序关系分析法和变异系数法确定综合权重,运用线性加权和方法对2010—2018年河南省创新驱动发展绩效进行评价分析。研究发现:创新产出水平低下是制约河南省城市创新驱动发展质量提升的最主要因素;子系统发展水平指数由高到低依次为创新环境、发展效果和创新水平;郑州、洛阳和新乡创新驱动发展绩效位居全省前三名;与2010年相比,2018年所有城市创新驱动发展绩效提升比例均超过100%;只有郑州、洛阳、新乡和焦作创新驱动发展绩效一直领先全省平均值。
Starting from the three subsystems of innovation level,development effect and innovation environment,this paper constructs an innovation driven development performance evaluation index system,which includes seven criteria levels,namely,innovation input,innovation output,explicit effect,connotation quality,social environment,human environment and economic environment,with a total of 16 specific indicators.The order relation analysis method and variation coefficient method are used to determine the comprehensive weight,and the linear weighted sum method is used to evaluate the performance of innovation driven development in Henan Province from 2010 to 2018.It is found that the low level of innovation output is the main factor restricting the improvement of the quality of urban innovation driven development in Henan Province.The sub-system development level index from high to low is innovation environment,development effect and innovation level.The innovation driven development performance of Zhengzhou,Luoyang and Xinxiang ranks the top three in the province.Compared with 2010,the proportion of performance improvement of innovation driven development in all cities in 2018 is more than 100%.Four cities,Zhengzhou,Luoyang,Xinxiang and Jiaozuo,have been leading the provincial average in innovation driven development performance.
