摘要
东盟地区论坛作为亚太地区第一个政府间安全对话平台和区域性安全机制,自其于1994年正式建立以来,至今已经走过26年的历程,在维护亚太地区安全方面发挥了建设性作用。本文基于东盟地区论坛在信任措施建设、非传统安全问题治理和预防性外交等领域的安全实践,应用分析折中主义方法,以问题为导向,从制衡效力、制度效力和规范效力三个维度出发,就东盟地区论坛在地区安全维护实践中的效力进行综合评估,认为该论坛在维护亚太地区安全方面所发挥的作用非常独特且不可或缺,但同时也存在着明显的制度缺陷。中国则可以通过发挥自身作用来推动东盟地区论坛不断趋于完善,同时还可以将其作为发展自身地区安全事务治理能力的依托平台,进而提升中国和东盟地区论坛在亚太地区安全维护中的地位与作用,实现双赢的目的。
As the first inter-governmental security dialogue platform and regional security regime in the Asia-Pacific region,the ARF has a history of 26 years since it was formally established in 1994,playing a constructive role in maintaining security in the Asia-Pacific region ever since.Based on the security practice of the ARF in the fields of confidence-building measures,governance of non-traditional security issues and preventive diplomacy,this article applies Analytical Eclecticism and problem-oriented approach to evaluate the effectiveness of the ARF from three dimensions:balancing effectiveness,institutional effectiveness and normative effectiveness.It is believed that the ARF plays a unique and indispensable role in maintaining security in the Asia-Pacific region,but it also has its own institutional defects.In view of this,China is supposed to help ASEAN countries with constant improvement of the ARF,and use it as a platform for the development of its own governance capability of the regional security at the same time,thus achieving winwin goals by enhancing the status of both China and the ARF in the maintenance of the Asia-Pacific regional security.
