摘要
长期以来,学界主要以内部一外部力量互动论、国家一地区利益互动论来解释东盟演进的动力。本文基于东盟历史文本的解读,提出安全一发展目标互动论,探究话语认同与东盟演进的关系,加深对东盟未来的利益诉求、发展方向和路径选择的认识。冷战时期,东盟为了维护国家和地区的生存与自主,在安全目标上以东南亚中立化力求战略自主、避免外来干涉,在安全手段上侧重和平解决争端,强调加强安全能力建设、提升国家和地区抗御力,故而安全成为东盟演进的主要动力。冷战后,东盟顺应全球化和地区主义的趋势,把地区发展作为组织演进的中心和动力,在政治安全层面强调以发展安全为主,在经济层面推动东盟经济一体化,在社会文化层面致力于维护民族特色、塑造地区共识。话语认同对于东盟的地区合作实践具有重要的建构作用:从安全到发展,话语认同影响东盟演进的议程设置;从东盟到印太,话语认同影响东盟规范的扩展范围;从“选边站”到“东盟中心”,话语认同影响东盟演进的路径选择。在中美战略竞争加剧的背景下,话语认同在东盟未来发展进程中将继续发挥重要作用。
There are two major perspectives on the evolutionary dynamics of ASEAN:the internal-external forces interaction theory and the state-regional interests interaction theory.Based on the historical texts of ASEAN since its foundation,this paper proposes the security-development goal interaction theory and explores discourse identity and ASEAN's evolution.It has important reference value for understanding ASEAN's current interest demands,development direction and path choice.During the Cold War,in order to maintain the survival and autonomy of regional countries,ASEAN pursued the neutralization of Southeast Asia in terms of security goals and strived for strategic autonomy to avoid foreign interference.In terms of security measures,ASEAN focused on peaceful settlement of disputes,emphasized strengthening security capacity building and enhancing national and regional resilience.Therefore,security has become the main driving force of ASEAN's evolution.Since the end of the Cold War,ASEAN has followed the trend of globalization and regionalism,taking regional development as the center and impetus of alliance evolution,emphasizing the importance of developing security at the political security level and promoting ASEAN economic integration at the economic level,at the social and cultural level,ASEAN was committed to maintaining national characteristics and building regional consensus.Discourse identity plays an important role in the construction of ASEAN regional cooperation:from security to development,discourse identity influences the agenda setting of ASEAN's evolution;from ASEAN to Indo-Pacific,discourse identity influences the expansion of ASEAN norms;from“Side Selection”to“ASEAN Centrality”,discourse identity influences the path of ASEAN's evolution select.Under the background of intensifying strategic competition between China and the United States,discourse identity will continue to play an important role in the future development of ASEAN.
