摘要
澜湄执法安全合作机制运行十年来,实现了从"案件合作"到"建立机制"再至成立"澜湄执法中心"的重大升级转型。当前,随着流域风险点和动荡源增多,澜湄执法安全合作机制的未来发展面临诸多现实困境与挑战。中国作为主导国,有必要从积极发挥警务外交因素、助推"东盟模式"、拓展联巡内涵、建立信任格局、提升能力建设等方面进一步明晰澜湄执法安全合作未来发展的基本思路。
Since the operation of law enforcement security cooperation mechanism in Lancang Mekong basin for10 years, it has achieved a major transformation from"case cooperation"to"establishment mechanism"to"Lancang Mekong law enforcement center". At present, with the increase of risk points and sources of turbulence in the basin, the future development of the Lancang Mekong law enforcement security cooperation mechanism faces many practical difficulties and challenges. As the leading country, China is necessary to further clarify the basic ideas of the future development of law enforcement security cooperation in Lancang Mekong.
