摘要
澜沧江-湄公河流域毒品问题由来已久,该区域的毒品货源主要来自于“金三角”,中国毒品的主要来源地也是“金三角”。境内外贩毒集团利用地缘便利因素使云南成为向全中国渗透毒品的销售市场和走私贩运通道。澜沧江-湄公河流域毒品问题主要体现在天然地理条件的特殊性、对毒品经济的依赖性大、“民地武”利用毒品掌控经济与政治命脉、“新技术+新手段”贩毒模式加大了毒品治理难度,以及毒品滥用致病致贫且恶性循环态势突出等几个方面。云南省应对澜沧江-湄公河流域毒品问题面临替代种植困难重重、周边“民地武”对我国的安全威胁长期存在、毒品滥用风险大危害多、国际禁毒合作面临的问题较多、禁毒执法安全合作法律问题亟需解决等诸多挑战,应在上述方面加强针对性措施。
The drug problem in Lancang-Mekong river region has a long history.The source of drugs in this region is mainly from the"Golden Triangle"which is also the main source of drugs in China.Yunnan province has been the sales market and smuggling channel infiltrating the whole China due to its geographical convenience.Drug problems in Langcang-Mekong river region are complicated.For example,the natural geographical condition of the region is peculiar,the region depends much on drug economy,local ethnic armed forces make use of drugs to control economic and political lifeline of the region,“new technology+new means”drug model increases the drug management difficulty,drug abuses cause poverty and disease,and the vicious circle has become prominent.The above problems bring great challenges for Yunnan province to cope with the drugs including difficulties to planting alternative crops,long term security threat from local ethnic armed forces,risk and harm from drug abuses,imperfect international cooperation in drug control,and legal problems in drug control law enforcement and security cooperation.Therefore,targeted measures should be adopted.
