摘要
根据国家“互联网+政务服务”“优化营商环境”“最多跑一次”等相关政策,规划信息化建设越来越受到政府部门重视,其中规划业务网上办理是规划信息化建设的重要一环。本文从总体架构、业务流程、功能设计、关键技术4个方面开展规划一体化服务平台的架构设计,根据规划业务行政审批的特点,研发了规划一体化服务平台系统。该系统将图纸的设计以及业务的申报、审批、上会、监管、入库、展示等进行了一体化综合管理,实现了规划业务审批信息的全面留痕和审批流程的全过程监管,以期为规划信息化建设及相关规划软件研发提供借鉴。
According to the relevant policies such as Internet Plus Government Services,Optimizing Business Environment,No More than One Visit for One Item,the construction of planning informatizationis being paid more and more attention by government.Planning business online approval plays an important role in planning informatizationconstruction.According to the characteristics of planning business administrative approval this paper designs the architecture of the integrated planning service platform from four aspects:overall structure,business process,functional design and key technology.This platform realizes the integrated comprehensive management of planning information including the design of drawings,online application,online approval,meeting online,supervision and so on,which can keep track of planning business approval information,in order to provide reference for planning information construction.
