摘要 随着大批居民和企业向都市聚集,并且伴随着疫情的突发,以及各类灾难、危机的发生,城市脆弱性愈发严重,城市抵御灾害的能力愈发重要,城市安全、避灾和抗灾的问题已经成为城市建设规划中的一项重大课题。韧性城市是指具有吸收未来对其社会经济、技术系统和基础设施造成冲击和压力的能力,同时仍能基本维持相同功能结构、系统和身份的城市。当前,韧性城市的建设已经刻不容缓,而GIS可视化系统能够将城市的地理信息、空间位置与相关属性等信息进行收集聚合,实现信息管理的统筹协调,并且通过其空间分析功能、可视化表达功能帮助规划决策。本文在GIS可视化系统的帮助下,探究韧性城市理论,并完善城市安全运行框架与应对策略,以加强城市防灾、减灾和救灾建设,使得韧性城市更具有可实现性。 With a large number of residents and enterprises gathering in cities,and with the outbreak of epidemic,various disasters and crises,the vulnerability of cities is becoming more and more serious,and the ability of cities to resist disasters is becoming more and more important.The problem of urban security,disaster avoidance and disaster resistance has become a major topic in urban construction planning.Resilient city refers to a city that has the ability to absorb future shocks and pressures on its social economy,technological system and infrastructure,while still maintaining basically the same functional structure,system and identity.The construction of resilient city has become urgent currently.The GIS visualization system can collect and aggregate the geographical information,spatial location and related attributes of the city,realize the overall coordination of information management,and help the planning and decision-making through its spatial analysis function and visual expression function.Therefore,with the help of GIS visualization system,we should explore the theory of resilient city,strengthen the construction of urban disaster prevention,reduction and relief,and improve the framework and coping strategies for urban safe operation,so as to make resilient city more achievable.
