摘要
在碳排放总量和强度约束下,对碳排放配额进行分配,有助于实现碳减排目标。基于情景分析法、DEA BCC模型和零和收益DEA模型,对2020年江浙沪地区碳排放配额进行分配,以期为市域碳排放分配提供借鉴。结果表明:1)江浙沪地区碳排放效率存在一定差异,上海、杭州、温州和舟山的碳排放效率为1,位于数据包络前沿面上,镇江的碳排放效率最低,为0.803。2)经济较发达市碳排放配额比预测值高,经济相对落后市碳排放配额比预测值低。碳排放配额优化分配方案基本兼顾了效率与公平。3)经优化分配后,碳排放强度下降幅度与行政分配的碳排放强度目标存在一定差异,碳排放效率较高市的碳排放配额增加,碳排放强度下降幅度小于行政分配的碳排放强度目标。
Under the constraint of the total carbon emission and carbon intensity, allocation of carbon emission quota is conducive to achieve the carbon emission reduction target. Based on scenario analysis, data envelopment analysis BCC(DEA BCC) model and zero sum gains data envelopment analysis(ZSG-DEA) model, the carbon emission quota of Jiangsu, Zhejiang and Shanghai region is allocated in 2020, which can provide reference for urban carbon emission allocation. The results are shown as follows:(1) There is a certain difference in the carbon emission efficiency in Jiangsu, Zhejiang and Shanghai regions. The carbon emission efficiency of Shanghai, Hangzhou, Wenzhou and Zhoushan is 1, which is on the frontier of the data envelope. Zhenjiang has the lowest carbon emission efficiency of 0.803.(2) Those carbon emission quotas of more economically developed cities are higher than predicted, while those carbon emission quotas of relatively economically backward cities are lower than predicted.(3) After the optimized allocation, there is a certain difference between the decrease in carbon intensity and the carbon emission intensity target of the administrative allocation. Carbon emission quotas in cities with higher carbon emission efficiency is increased, but the carbon intensity is less than the target of administrative allocation.
