摘要
教育作为国家治理体系的重要领域,提高治理能力现代化至关重要。高等教育要实现治理体系和治理能力现代化,必须提高行政管理人员的胜任力,以构建一流的管理体系并实施一流的管理。基于胜任力模型,高校行政管理人员主要存在管理的专业化素质不高、信息化能力不强等显性胜任力的短板和自我认同不足、职业存在倦怠、创新精神缺乏等隐性胜任力的缺陷。为此,应立足职业信仰、多维激励、培训提升、人文关怀,促使高校行政管理人员增强行动力、释放驱动力、保持持久力、注重调适力,以提高适应组织发展的胜任力。
As an important field of national governance system,education is essential to improve the modernization of governance capabilities.In order to modernize the governance system and governance capabilities in higher education,it is necessary to improve the competence of administrative personnel to establish a first-class management system and implement first-class management.Based on the competency model,the administrative personnel of colleges and universities mainly have shortcomings of explicit competence such as the lack of professional competence in management and weak informatization ability etc.as well as the defects of implicit competence including insufficient self-identification,occupational burnout,lack of innovative spirit and so on.To this end,on the one hand,we should base on not only professional beliefs and multi-dimensional incentives but also training,promotion and humanistic care;on the other hand,we are supposed to urge administrators of colleges and universities to enhance the action force,release the driving force,maintain endurance,and focus on adaptability to improve their competency to adapt to organizational development.
