摘要
抗击“新冠肺炎”疫情的实践表明维护公共安全的主战场在基层一线,骨干力量是基层公务员,但疫情也暴露出基层的公共危机意识薄弱、治理能力不足、应对机制存在短板等问题。知识就是力量,基层需要牢牢抓住知识这个素养牛鼻子,系统学习公共危机专题知识,强化公共危机治理素养。大力培训全科式基层公务员,应纳入国家应急管理体系建设。
The epidemic situation of COVID-19 shows that the main battlefield to maintain public safety is in the grass-roots,and the backbone is the civil servants in grass-roots.The situation also exposed their weak awareness of public crisis,lack of governance capacity and weaknesses in the coping mechanisms.Knowledge is power,civil servants in grass-roots need to firmly grasp key links.They should study public crisis knowledge,then strengthen the accomplishment of public crisis management.Training all-round civil servants in grass-roots should be incorporated into the national emergency management system.
