摘要
伴随应急管理机构改革的实践,新时代中国应急管理出现了新的趋势与挑战。在体制效能、管理方式、组织性质与治理过程等方面,中国应急管理呈现出了新的转型特征。同时,应急管理的机构改革实践带来了"应急管理体制在总体国家安全体系中的定位、新体制同‘一案三制’的关系、机构权力重组、预案改进与法律修订"等新的挑战。文章认为,面对新时代应急管理的变革场景,公共安全治理框架下的应急管理体系重构、应急管理的组织变革经验与流程再造路径、应急管理协调联动的新问题与新思路、应急预案的规范化建设与适应性变革、技术创新同制度逻辑的衔接与融合等研究议题的反思和拓展,是应急管理知识生产的重要任务。
With the reform of emergency management, new trends and challenges have emerged in Chinese emergency management. In terms of system efficiency, management mode, organizational nature and governance process, Chinese emergency management presents new characteristics of transformation. At the same time, the practice has brought new challenges such as the orientation of the Emergency Management System in the overall national security system, the relationship between the new system and the old, the reorganization of the authority of the organization, the improvement of the plan and the revision of the law. The article holds that, in the face of the changing scene of emergency management in the new era, the reconstruction of emergency management system under the framework of public security governance, the experience of organizational change and the path of process reengineering in emergency management, the new problems and new ideas of coordination and linkage of emergency management, the standardization and adaptability of emergency plans, the connection and integration of technological innovation and institutional logic are the important research topics about emergency management knowledge production.
