摘要
应急管理是一种非常态管理,它与常态下的管理、治理是什么关系,这个问题涉及对应急管理本质的认识,也是创新应急管理制度的前提。从国家治理、公共管理、舆情管理的视角研究应急管理,有助于明晰应急管理的定位和发展趋势。坚持和发展中国特色应急管理制度,将制度优势转化为管理威力,推进国家应急管理体系和能力现代化,是提高应急管理效能的基础,也是创新应急管理的方向。深化“放管服”改革,加强政府应急职能、公共权能、算法技能,建设保障人民安全的服务型政府,是提升应急管理能力的关键路径。增强意识形态安全,发挥舆情管理服务于经济社会发展的作用,引导舆情为党和政府科学决策提供支持,加强重大舆情中的风险防控和应急处置,营造良好的政治和社会环境,是应急管理制度创新的保障。
Emergency management is a kind of management for abnormal situations.To understand the relationship between emergency management,routine management and national governance helps to capture the nature of emergency management and also laid a prerequisite for the innovation of the emergency management system.From the perspectives of national governance,public management,and public opinion,we can deeply understand the functions of emergency management and absorb its artistic essence.The basic principle of emergency management relies on the direction of an emergency management system with Chinese characteristics to turn institutional advantages into management energy and efficiency,and modernize the national emergency management system and capacity.The reform to streamline the administration,delegate powers,improve regulations and services,innovate emergency function,public power and algorithmic skills are necessary paths to build a service一oriented governments that ensure people's safety.To improve the authority of emergency management,shaping public opinion is a critical measure to mobilize the support for decision一making by the party and governments.
