摘要
以往对于重大公共危机的研究,较少从党建的视角切入。探讨危机治理中党的领导实现机制,不仅可以丰富危机治理的理论解释,而且有助于深刻理解"坚持党对一切工作的领导"这一首要方略和国家根本领导制度,为健全党的全面领导制度体系提供实践参考。在新冠肺炎疫情应对中,党主要通过领袖话语推动、中央决策指导的政治领导机制指明治理方向,依靠任务型组织、动员式共治、网格化管理等组织领导机制落实治理措施,借助分域共识引导、先锋队感召等思想领导机制夯实治理基础。在党的领导下,本土突发疫情得到有效控制,危机治理由应急性超常规治理转向常态化防控。
The past research on major public crisis pays little attention to the perspective of Party building.Exploring the realization mechanism of the leadership of the Party in the governance of crisis can not only enrich the theoretical explanation of crisis governance,but also help to deeply understand"adhering to the leadership of the Party over all work",the primary strategy and fundamental national leadership system,providing practical reference for improving the system of the overall leadership of the Party.During the fight against COVID-19,the Party pointed out the direction of governance mainly by the mechanism of political leadership like leader’s discourse promotion and the guidance from the Party Central Committee.The Party implemented the management measures by the mechanism of organizational leadership such as distribute tasks,mobilize co governance and grid management.The Party consolidated the foundation of governance by the mechanism of ideological leadership such as the sub region consensus guidance and vanguard inspiration.Under the leadership of the Party,the local outbreak of COVID-19 has been effectively controlled,and the crisis governance has changed from acute and unconventional governance to normalized prevention and control.
