摘要
基于河湖健康评价已有研究成果及实践经验,分析了河长制湖长制背景下河湖健康评价的目标定位,探讨了评价指标、评价对象、结果运用等工作重点,并从加强顶层设计、完善组织体系、出台考核办法、夯实基础工作等方面提出了政策建议,为河湖健康评价及河长制湖长制考核工作提供参考。
This study places a focus on objectives and role of river-lake health assessment under the initiative of the river-lake chief system,as well as evaluation indicators,objects,outcomes and result application based on existing research and practical experiences.Policy recommendations are given from the aspects of strengthening top-level design,perfecting the organizational system,issuing assessment methods,and consolidating bases for water security,to provide a reference for river-lake health assessment and performance evaluation of river-lake chief systems.
