摘要
在当前全面推行河长制湖长制的背景下,建设幸福河湖是对全国河长制湖长制管理提出的一项重大课题,保障河湖健康则是建设幸福河湖的根基。河湖健康到底体现在哪些方面?如何有效保障河湖健康仍然是值得思考和深入研究的问题。通过回溯国内外河湖健康已有研究成果,结合新时期河湖健康管理需求,提出了河湖健康概念与内涵,解析了河湖健康管理的关键问题,形成了解决河湖健康管理关键问题的建议,为推动河长制湖长制管理从"有名"向"有实"转变和保障幸福河湖建设提供参考。
Under the background of the full implementation of the river and lake chief systems, how to build the happy river and lake is an important task for the river and lake chief system management in China. Protecting the health of rivers and lakes is the foundation of building the happy river and lake. It is still worth thinking and in-depth research on what aspects the health of river and lake is reflected in and how to effectively protect the health of river and lake.Based on the existing researches of river and lake health and the demands of river and lake health management in the new era, this paper put forward the health concept and connotation of rivers and lakes in the context of river and lake chief systems. The key issues for river and lake health management were analyzed. The countermeasures and suggestions to solve the key issues for river and lake health management were provided and discussed. This research could provide references for promoting the change of river and lake chief system management from initiative to reality,and thus practically ensuring the happy river and lake.
